The African Development Bank Group (AfDB) has imposed a significant 24-month debarment on Tetralink Taylor & Associates East Africa Limited, a Kenyan consulting firm, and all its affiliated entities. The sanction follows an investigation that found the firm committed a fraudulent practice during a recruitment process for a consultancy contract related to designing a capacity development strategy for member countries.

Scope of the Sanction

The debarment, effective immediately, extends to all entities under the company's control, including Tetralink Taylor & Associates (Tanzania) Limited and Tetralink Taylor & Associates (Rwanda) Limited. For the next two years, these firms will be ineligible to participate in any AfDB Group-financed projects or activities.

The investigation conducted by the Office of Integrity and Anti-Corruption... established that Tetralink Taylor & Associates East Africa Limited committed a Fraudulent Practice during a recruitment process for consultancy services.

Path to Reinstatement

The AfDB has made it clear that the firm's return to eligibility is conditional. Before it can resume bidding for or working on Bank-financed projects after the debarment period, Tetralink Taylor & Associates East Africa Limited must successfully implement an integrity compliance program approved by the Bank.

The action was taken by the AfDB's Office of Integrity and Anti-Corruption (PIAC), the unit responsible for preventing, investigating, and sanctioning corruption, fraud, and other misconduct in Bank operations.
